I was sorta arguing with my friend if a standard deck can have 9th edition cards or cards from the much older blocks (older than time spiral) so what blocks are allowed in a standard now? confused here

You can still use your 9th ed cards provided they appeared on the later sets.

ok thats sorted out NOW in what deck format can u play anything? or certain types that are banned... thats vintage?

All cards regardless of what set they appeared in, Portal, starter, alpha, FMN/DCI PROMO, that have been printed/reprinted in 10th, Coldsnap, Time Spiral, Planar Chaos, Future Sight, Lorwin, Morningtide, and Shadowmore ARE STANDARD LEGAL.
Currently there is NO banned and restricted list for any of the above sets.
Since there appears to be an intrest in Vintage I will start a thread for Vintage/Legacy out side of this one.

so 9th edition cards taht exist and are exactly the same in the 10th edition are allowed 2 be played with? (i.e. underworld dreams 9th is the same as 10th edition = can be used?)

That is correct and stretches further back than just 9th.
For instance if you had some of the original Treetop villages from Urzas Legacy you can use them now because of the reprint in Tenth.
Likewise any cards that have been reprinted in the current standard list of Cold Snap, Timesprial block, Lorwyn block may be used like Browbeat from Judgement as it was reprinted as a timeshifted purple in Timespiral.
