We don't know it's last ability or loyalty yet. However the rest seems to be confirmed.
Also
Path to Exile Instant Remove target creature from the game. Its controller may search his or her library for a basic land card and put it into play, then shuffle his or her library.

hmm with abilites like that he's probly going to be expensive to play & have quite low counters to start with. Could work with a hideaway land tho.
-9... take control of all opponents creatures & they all gain haste, double strike, tample & shroud ;D ;D ;D

-9 Target opponent loses the game Hahaha.. I can just imagine... YOU: I remove 9 counters, you lose the game. ME: In response.... YOU: what on earth can you do?! ME: In response, I cast Makeshift Mannequin, targetting my Platinum Angel which was discarded earlier. BUWAHAHAHA.. I rule! Yes I do.

Then again, look at Jace. He comes in for 3 mana and starts off at 3 loyalty counters. It takes 5 turns using the +2 ability to get him high enough to use his -10 ability and it only mills 20 cards... It should've been more cards.
Now if Nicol's -9 is something that silly such as "Target player loses the game", then I'd make a deck to bring him out extra early with Windbrisk Heights, use the Gilder Bairn in the process to immediately double his counters and use his ultimate on turn 5 or so... Now that would be a fun deck.
Imagine an opening hand such as this: Ornithopter x 3, Windbrisk Heights, Ponder, Island, Gilder Bairn. Turn 1: Island, Ornithopters, Ponder and place Plains top card and Nicol second card down and whatever for third card, draw the Plains. Turn 2: Windbrisk Heights with Nicol underneath. Turn 3: Plains, Attack with Ornithopters - Activate Windbrisk Heights, Play Nicol, Use +3 ability. Turn 4: Island, Gilder Bairn, Use +3 ability Turn 5: Island, Banishing Knack on Gilder Bairn, Tap Gilder Bairn and send something back, Untap and double Nicol's loyalty counters. -9 Win the game.
Ah... In an ideal world. And cross your fingers that a Boomerang or O-Ring doesn't spoil the play. This is also assuming that Nicol starts off at 1 or 2 loyalty. If it is more you won't even need Gilder to pull it off. Just sit back for two turns with Negates in your hand. Like I said... Fun deck.
